We are well aware of how reading skills and habits open up pathways for citizen education, for motivation towards participation in public life, for the creation of "inner worlds" which then get projected, often thanks to dispositions incorporated into emancipatory practices. We also know that readers are not blank slates or empty vessels, but rather agents capable of experimenting "textual strategies" which very much subvert the author’s intentions (whenever they
are explicitly stated). However, we cannot neglect what several studies have shown us, namely in terms of the predominant use made by students, of reading instruments (reading with a certain purpose, normally associated to curricula and to evaluation processes), in a type of rehabilitation of mandatory readings and in terms of frequency of libraries for school purposes.

The European Cultural Profile we developed for the Galicia City of Culture is the result of the intention of including in the Document of Reference a more
global dimension of the project, transversal to all cultural facilities of the City of Culture, capable of fulfilling a significant role in the construction of a Europe of the cities and regions. Before such a challenge, our work attempted to integrate fundamental European values for the construction of an artistic and cultural society which would be integrative, creative and plural, materialised into proposals for action that culminate in the re-definition of a cultural facility for the CCG - Centro de Enlace Cultural.
